Federal Government Valued Highly the Development Project for Tolmachevo Airport

A delegation from the Novosibirsk Region headed by the Governor Andrey Travnikov continues the work at the 8th International Forum “Russian Transport” in Moscow. Within the opening session for the forum, Andrey Travnikov took part in a business breakfast meeting with Yevgeny Dietrich, Minister of Transport of the Russian Federation. During the meeting, among other things, they discussed the Tolmachevo airport public transport accessibility as the most important factor in the development of the international hub.

By the example of the Novosibirsk Region, Yevgeny Dietrich mentioned that successful investment projects were not just the efforts of each member involved in the project but also active support from the region. “Everyone must carry out his/her work on the site, and at a high level, preferably. The Government of the Novosibirsk Region appoints a supervisor for each investment project. Supervisors monitor their projects from start to finish. New interesting, experimental control methods that are currently developing in the Novosibirsk Region are a part of the success as well,” emphasised Minister of Transport of the Russian Federation.

Andrey Travnikov mentioned again that Novosibirsk Region has a formed “package” of the investment legislation which provides supporting measures and certain preferences. “There are not many tools for investment support; we have to expand the set of such tools constantly. The experience with Tolmachevo shows that tax preferences and other supporting measures on the regional level are not the determinants for investors when taking a final investment decision. Yes, this is one of the obligatory options, investors look at the “packages” and preference areas in the region, but market factors, clear development plans and long-term understanding of cooperation are the main determinants. Development of the related infrastructure, transport and logistics primarily, is among the most important factors that attract investors,” said the Head of the Novosibirsk Region.

Chairman of the AEON Corporation Board of Directors Roman Trotsenko explained that according to the results of 2019, the passenger traffic of Tolmachevo airport would be more than 6.7 mln passengers, and S7 Airlines would transport 4.3 mln of them. Due to the volume of passenger traffic, Novosibirsk has become the fourth-busiest Russian airport after Moscow hub, Saint Petersburg and Sochi, and the second transfer hub after the Moscow one in the country. First of all, this is due to the good geographic location of Novosibirsk. With only one transfer with medium-range aircraft, Tolmachevo connects any two points of Eurasia. Today the Novosibirsk airport offers 95 destinations to fly to and 2,300 real options for transfer.

A new terminal in Tolmachevo airport is being constructed today in the format of public-private partnership and investment projects. Moreover, the reconstruction of the two runways is being planned. The project of reconstruction of the Tolmachevo passenger terminal complex is planned to be completed by 2025 in two stages; the first stage ends in 2022. Private investment of 11.5 bln rubles will be provided before 2022 to support the project and construction of the passenger terminal. By 2022, the airport plans to increase the passenger traffic up to 10 million people per year.

The reconstruction of Tolmachevo airport is carried out according to part 15 of the Decree of the President of Russia, Vladimir Putin, of 7 May 2018 No. 204 “Concerning National Purposes and Strategic Aims of the Development of the Russian Federation until 2024”. The development of Tolmachevo Airport is one of the main stages in the preparation of Novosibirsk to Ice Hockey World Junior Championship 2023.

A huge production complex and logistics cluster have been organized around Tolmachevo airport. This year, a Novosibirsk integrated centre for the unified organisation of air traffic and a new flight catering facility of 16 thousand meals per day were built. Russian Post is building a postal and logistics centre of 1 mln postal items per day. The Novosibirsk Region logistics and industrial park, which is 6 km far also actively develops. Thirteen largest companies in the country have built their production facilities and distribution centres here.

The Novosibirsk International Airport (Tolmachevo) named after A.I. Pokryshkin is the largest transit air hub beyond the Urals on the most important routes between Europe and Asia. At the end of 2018, the airport has served about 5,909 million passengers. The airport's route network includes more than 95 flight destinations. Today, the airport is offering for passengers more than 2300 practical combinations of pairs of connecting routes.
