Federal Target Investment Program (FTIP) of Russia Confirms Financing of the Project of Tolmachevo Airfield Complex Reconstruction
The Federal target investment program of Russia (FTIP), published on the website of the Ministry of economic development of Russia, confirmed budget allocations for the project of the Tolmachevo airport complex reconstruction.

In total, the planned amount of the state financing of the project will amount 8.9 billion rubles, of which in 2019 it is planned to allocate more than 876 million rubles. The deadline for the facility commissioning is 2023.
The project is implemented as part of the Comprehensive plan of renovation and expansion of the main infrastructure of the Russian Federation until 2024 in pursuance of the decree of the President of Russia dated 7 May, 2018 on national goals and strategic objectives of the country development for the period up to 2024. The owner and developer for the project is FSUE "Civil Airports (Airfields) Administration", which has the runway -2 complex under its operational control.
The project of Novosibirsk (Tolmachevo) airfield reconstruction was developed by FSUE GPI and NII GA “Aeroproject” and it received positive conclusion of FAE RF Glavgosekspertiza in 2015. The project includes development of the runway-2 maneuvering area with the construction of connecting taxiways, apron, its equipping with the system of centralized aircraft refueling as well as construction of other airfield infrastructure facilities in order to increase the handling capacity of Tolmachevo airfield.
The need to renovate Tolmachevo airfield is caused by the intensive growth of passenger and cargo traffic, associated with development of the airport as the largest passenger and cargo transfer hub beyond the Urals on the most important routes connecting Europe and Asia. In 2018, passenger traffic amounted to 5,909 million people, of which 1,357 million are transfer passengers. Maintaining the strategy of the connecting hub development will provide an opportunity to further increase passenger and freight traffic.
We remind that work on design of Tolmachevo air terminal complex is being carried out as part of cooperation of private investors and the state. It is planned to implement the Tolmachevo airport air terminal complex reconstruction project through private investments by 2025 in two stages, with the completion of the first, main stage in 2022. At least 11.5 billion rubles will be allocated by the shareholder for the design and construction of the passenger terminal until 2022. By that time, the airport expects to increase passenger traffic to 10 million passengers a year. The approximate total area of air terminal complex after the implementation of the two stages should be more than 100 thousand square meters.
The need for timely reconstruction of the airfield infrastructure of Tolmachevo airport as well as the importance of its synchronization with large-scale works on the air terminal complex have been repeatedly stressed by representatives of regional and federal authorities.
In particular, it was noted during the meeting at the Assistant to the President of the Russian Federation Igor Levitin on 30 October last year in Novosibirsk, that the bottleneck in the airport development is the state and handling capacity of the airfield infrastructure, which does not correspond to the current intensity of air service, the potential for its growth and the status of the joint airfield.

NOVOSIBIRSK International Airport (Tolmachevo) is the largest transit air hub beyond the Urals on the most important directions between Europe and Asia. Following the results of 2018 the airport serviced 5.909 million passengers. The airport's route network includes more than 95 flight destinations. As of today, the airport offers passengers more than 2,000 practical combinations of pairs of connecting routes.
