Carriage of weapons

Rules of carrying weapons, ammunition, impact munitions, radio, photo, video, computer and television equipment on aircrafts as well as the hand baggage allowances

The procedure for accepting from passengers of weapons, ammunition and impact munitions for temporary storage during the flight (extract from «Regulations on carriage by civil aircrafts of weapons, ammunition and impact munitions handed over by passengers for temporary storage during the flight» approved by the order of the Federal Air Transport Service of Russia and the Ministry of Internal Affairs No. 120/971 dated 30.11.1999):

When carrying weapons, ammunition and impact munitions on civil aircrafts, the passengers hand them over at the departure airport for temporary storage during the flight.

Weapons, ammunition and impact munitions are accepted from and given back to passengers at the beginning of security screening of passengers and their hand and hold baggage in a specially equipped room in the domestic terminal building by the Line Internal Affairs Department staff and authorized aviation security inspector.

The passenger is to produce the identification document, ticket and permit to keep and bear firearms, ammunition and impact munitions for verification and filling out the documents certifying that these items have been accepted from or given back to the passenger.

The certificate of accepting weapons for temporary storage during the flight is made in three copies signed by the authorized aviation security inspector and the passenger.

The third copy is given to the passenger at the airport of departure. This copy of the certificate is the basis for the passenger to reclaim at the airport of destination the weapons handed over for temporary storage during the flight.

Rules of carrying radio, photo, video, computer and television equipment on aircrafts (extract from Order of the Ministry of Transport of the Russian Federation No. 104 «On approval of the preflight and postflight inspection procedure» dated 25.07.2007):

Preflight inspection is to include security screening of radio and television equipment, photo and motion picture equipment, audio and video devices, cell phones, personal computers, toys (hollow and stuffed).

Radio and television equipment, audio and video devices, personal computers and cell phones are checked by applying power, if necessary, from the power supply unit or the electrical network to verify their functional capability. The power supply unit, film cavity and shutter curtains compartment are opened and checked.

The passenger is to switch on the device and open the power supply unit and film cavity.

Photo and motion picture equipment without the film inside is screened using technical means of inspection. The cases (boxes) and film cavity are also inspected. There is no need to remove them from the hand baggage for X-ray television unit screening. If there is the film inside the camera, the passenger is to rewind the film and make the camera available for inspection.

Hand baggage allowances (extract from Order of the Ministry of Transport of the Russian Federation No. 104 «On approval of the preflight and postflight inspection procedure» dated 25.07.2007):

The following is allowed in the hand baggage carried in the cabin: things and items necessary for the passenger during the flight (umbrellas, canes, folders, briefcases, handbags, personal hygiene items, printed media, medicines, coats, fur coats, raincoats, food, wheelchairs, cribs for babies under 1 year of age). The total weight of hand baggage is to be under 5 kg.

The following is allowed in passenger belongings carried in the cabin:

  • one medical thermometer per passenger;
  • one mercury blood pressure monitor in standard case per passenger;
  • barometer or manometer packed in an airtight container with the sender’s security seal;
  • one disposable lighter per passenger;
  • dry ice for cooling perishable products, not more than 2 kg per passenger;
  • 3% hydrogen peroxide, not more than 100 ml per passenger;
  • non-hazardous liquids, gels and aerosols in containers with the volume of not more than 100 ml (or equivalent volume in other units of measurement) packed in a re-sealable transparent plastic bag with the volume of not more than 1 liter, one bag per passenger.

Liquids in containers larger than 100 ml are not allowed even if the container is only part-filled.

There are exceptions regarding carriage of medications, special dietary products, food for babies including breast milk, in the amount required for the duration of the flight.

Liquids purchased at duty free shops at the airport or on board an aircraft are to be packed in a sealed plastic bag ensuring identification of the access to the contents of the bag during the flight, bearing some mark that serves as clear evidence that this purchase was made in the airport duty free shops or on board an aircraft on the day (days) of the flight.

Items that require special precautions during carriage are allowed to be carried in the cabin (motion picture and photo equipment, television and radio equipment, electronic devices, musical instruments, glass, porcelain, ceramics, etc.).

Electronic games, portable video cameras, VCRs, mobile telephones and other electronic devices are not allowed to be used on board an aircraft to prevent interference in aircraft communication and handling systems during the flight.
