Regional search and rescue coordination center (RSRCC) of Tolmachevo airport was established in 1997 and aimed for search and rescue and fire preventing of the flights according to the Air lows regulations of Russian Federation, ICAO recommendations and other normative papers.
RSRCC includes permanent and non-permanent crash response units, working in shifts round the clock to handle emergency rescue operations. The Ministry of Defense and Ministry of Emergency Situations of the Russian Federation as well as medical institutions and other related organizations of Novosibirsk City and the town of Ob provide their aid resources and facilities to help fulfill these operations, if it is necessary.
The personnel of RSRCC have been trained and certified in accordance with SCAA standards.
The search and rescue unit has been certified by the central Certification Board of Civil Aviation of Russian Federation and has been granted a certificate to handle search, rescue and fire fighting operations.
Strength and facilities of the Search and Rescue units at JSC «Tolmachevo Airport» provides the opportunity of the airport to handle all types of Russian and foreign made aircraft according to the ICAO regulations.
Flight Search and Rescue Support
Air search of crashed aircraft is carried out by using manpower and rescue facilities provided by the Ministry of Defense of the Russian Federation. Available assets include search aircraft and helicopters equipped with search and rescue facilities and carry paratroopers on board.
A ground search is carried out by the GSRU personnel of Tolmachevo Airport, Ministry of Defense, Ministry of Emergency Situations of the Russian Federation as well as medical institutions and other related organizations of Novosibirsk City and the town of Ob provide their aid resources and facilities to help fulfill these operations.
GSRU work in shifts round the clock with a launch readiness of 30 minutes in summer and 45 minutes in winter and is provided with:
- a mobile command post equipped with a radio installed on a tracked cross-country vehicle;
- an amphibious tracked vehicle equipped with emergency rescue facilities
Flight Emergency and Rescue Support
Flight Emergency and Rescue Support is carried out twenty-four hours by the emergency rescue unit of Tolmachevo airport, including fire fighting team, medical team, engineering aviation team, passenger and cargo handling, aviation security service, communication providing and others.
Flight Emergency and Rescue Support team includes 74 people and 20 vehicle (equipment) units.
Flight Emergency and Rescue Support team of Tolmachevo airport is equipped with all the necessary facilities for carrying out emergency operations for passengers and crew members.
Fire fighting operations of flights and airport facilities
Fire fighting operations of flights and airport facilities are carried out by non-permanent fire fighting unit of RSRCC, including four fire fighting teams and group of fireproof measures.
FFU RSRCC is equipped with five fire fighting and emergency rescue vehicles with the total store of fire extinguishing agents (water + foam former) more than 47 ton. Besides, fire fighting vehicles are equipped with carbon-dioxide and powdery fire extinguishers, fire-fighting equipment, metal cutting saws, pneumatic shears and other penetrating devices.
All vehicles are equipped with radios and all wheel drive and are stored at the central station just in the opposite to the center of runway. It has an observation tower to monitor aircraft take-off and landing operations and to watch the airfield.
The airside response time for the fire equipment is three minutes to the furthest point on the runway from the main station.
In addition to aircraft search, emergency support and fire safety, Search and Rescue units of Tolmachevo airport are also available to provide the liquidation of aftermath of cultural and natural origin.
